Default Dying Valentini Puffer - help?

Hi everyone - I have a quick question about my VP. He has been living in my tank for about 4 years now. For the past 2 weeks he's looked very tired and his fins are almost completely gone (tail is fine). Other than this he breathes a bit faster than usual but no other symptoms of disease. He still swims to catch food but prefers to lie on on the bottom of the tank otherwise (usually very active!).

Do you think that he has some sort of disease? Or do you think that he's reached the end of his good life?

PS: He is very special ! He lost his beak a while back (about 3 years ago) so he is COMPLETELY reef safe :-) An amazing fish
