Default help - bugs are eating my plants

I have virginia creeper and hadn some little vampire bugs that sucked the life out of the leaves last year and they are back again this year
I also have a beautiful rose bush that was decimated last year by some unknown bugs and just noticed that are once again the tell tale holes in the leaves
the rose bush is right beside my koi pond - so have to be careful with chemicals.

what will kill these bugs???
I would be prefer to go environmentally friendly, but ultimately just want to make sure that the bugs disappear.
