Default Octopus Skimmer Set-Up Questions, & Anemone Question

Hello. We recently purchased the Octopus Hang On The Back BH-1000 Skimmer. I think I've got it working properly, but I just want someone to give me the thumbs up to be sure. This skimmer literally came with 0 instructions, so I've been following videos/walkthroughs on how to set this puppy up.

Sorry in advance for all the questions and the long post...

^ My question in this picture is why is the water level so low? If you can see the "water level max" line, the actual water level and bubbles are a solid inch below that line. Will the bubbles rise over time on their own and go into the collection cup? Is the spot where the water is sitting okay or should it be higher?
Also... How long does it usually take on average to get to the point where you have to clean the collection cup, do most people just go by how much gunk builds up or is there a ballpark like every 3 weeks clean it kind of thing? Thanks in advance

^ Does the intake/return look to be situated deep enough into the tank?

Here is my question about our anemone. A few days ago we purchased a white carpet anemone, (Our tank has been running for about a year now with mostly inverts, snails, and 2 chromis'). I know that a wide open aka "Gaping" mouth is a sign of stress for anemones... and ours has only been in our tank since wednesday (We picked him up straight from the airport, was about an hour flight here from the vendor in Churchill, Ontario)
But it looks to me like his mouth is open. It has closed considerably from the first day he was here so I would like to think he is getting more comfortable.
What can you guys tell me from this pic... Is this considered a very open gaping mouth or is it starting to close up?

Also as you can see the bag he came in is still attached to him. We read it was risky to try and remove them from anything, especially without experience so we figured we would let him move off his bag on his own. He has transitioned halfway onto our liverock, and seems to be staying now half on the bag half on the rock... Is this okay? Should we let him do his own thing or try to remove the bag from him ?
Didn't want to stress him out more so we just decided he will move if he wants to.
