Default Tank cleaning?

Time to prep the tank for water. This tank sat empty for quite a while and it was not properly cleaned. I need to clean the glass and the silicone. What should I use? Even after I clean it, it will sit for a while before I add the water and rock. Is it best to clean it and fill it right away to get the water circulating or could I leave it for a bit.

PS I posted a cleaning question a while ago but only asked about glass cleaning. I got a reply saying to use diluted bleach. This post has a few more questions though.

Diluted bleach will work. Rinse it A LOT, and maybe double the dose of your dechlorinator.
You can use a vinegar solution. It's quite a bit weaker, but breaks down VERY easily when you add water to the tank.
