how to use THREADED bulkheads/pvc

i want to get thread x thread bulkheads for my overflow.

questions....

How do you thread the pvc?
Is there a cheap tool or something you can rent from home depot?
do you thread the inside diameter or the outside diameter?
can you use flexible pvc with threaded bulkheads?

my goal is to plumb everything so it can be taken apart to be cleaned or moved with relative ease.
