Maybe wait a couple weeks for stable params before adding fish? During transportation there may have been die-off in the LR. Also the sand is all new so there won't be any beneficial life in it...

As long as your're comfortable with top-off (maybe go auto top-off) then I'd say Fan only, but it'll cause a lot of evap.
