If you're sure of the height placement you can just use CA glue to cement the two brackets together. If you ever need to take it apart again you'll have to soak it in acetone and do some prying.

If the seals are worn they will need to be replaced. If they are odd shaped get an o-ring of the right diameter and cut it to length and reglue the ends together with CA glue (ie.crazy glue)
