It just sits on, may drip slightly but doesn't effect its operation. My favorite feature of my sm was how the cup just sits on the neck, no treads or friction fit to deal with when the cup is full....

Can you switch the controller to the other pump to test it? If the power supply powers the other pump then that's not the issue, so pump or controller. Switching controller will narrow it down...

Nah, that's a bit silly IMO. Yes theoretically makes some sense but with intakes put at one end and outputs put at the other and water flowing through the sump there's really no way of re-skimming...
