That is not completely true, there are carbons that are 100% phosphate free, many medical and technical grade carbons have no trace phosphates.

As stated on their site it is more for filter feeding corals (Goniopora, Zoanthids, Mushrooms and Ricordia) rather than SPS. I use it regularly on both my tanks and while I don't notice much change...

24" HO T5 bulbs are 24W so with 2 you have 58W, and for what color spectrum to choose it is to some extent personal preference, also what you want to keep. And the 3W per gallon is a good guideline...
