JBJ 28 Gallon LED Cube

Is it ok to fill the tank pretty close to the black rim or does the water level has to be at least two inches away from the rim? Is there any risk if the tank is filled pretty close to the black...

Is it better to buy liverock from somebody leaving the SW hobby or should I get at the LFS? I know that buying it from somebody leaving the hobby is cheaper and the liverock is usually cured. But...
