IMO I'd quick guess the same; over feeding and under skimming. Less light and food for a while and see if that helps to clear it up.

Yea a quarantine tank is a hassle. Do the read on reefs.org, all my fish now go into a Q tank. I think it has to be done if you want success in the long run. It also makes you really think about that...
