Three across 48" makes for better coverage. Two isn't enough - especially for SPS. You will be turning them up much higher if you're leaning towards SPS. Adding 2-4 T5 tubes isn't a bad idea either....

Why did the tank crash? Seeing as some livestock survived, I assume it wasn't poisoning from some contaminant, in which case using the old rock should be fine.

The Two Little Fishies reactors work quite well, and they're cost effective. As long as you have enough flow you can fill the TLF150 to about 1.5" from the top and you can still get a good tumble...
