Is your your tank overflow draining into the the prop tank? if so, the prop tank should be below (or lower) than your main tank. Or did you mislabel return and overflow?

bulkheads are cheap at spa places. I get 1.5" for about 5 bucks and they go down from there. they have some unique plumbing parts but Rona Revy is good for that as well as Home Hardware on Elmbridge...
