Default Can I carry on LRS / other frozen fish foods on planes?

I live in the middle of nowhere and am almost out of frozen food. I'm flying back to Toronto for a concert and since I'm only staying a couple of days I wasn't planning on paying $30 for a checked bag. Would it be considered a gel or a solid if it's frozen solid? Flight is only a little over an hour so I could use an ice pack then ditch it at the gate.

I would think that you would not be able to place in a carry on or cross security with it. I'm sure if you checked a bag and declared it wouldn't be an issue.
