Default Ammonia Testing Question

This will likely seem like a silly question for most of you . . . but . . . My wife and I are setting up our first tank. We finally added salt water and rock a number of weeks ago. We are using a Salifert Ammonia Test Kit - When doing the comparison to the colors on the card, the test water is cloudy looking but does not seem to have any yellow in it. Is this a reading of 0, or do we need to wait for the test water to become clear?

In additional tests, the Nitrate is reading 1, and Phosphate is reading 0.

If it's just cloudy and no coloration, you're fine. The presence of NO3 also indicates the cycling is nearing completion, and you could probably add a fish. Test again after a day or two, be ready to do a small water change if you see color in the test.
