Default Pls ID this wierd non fish machine. Farm?

Not about fish, just a curious piece of machinery.
I posted this in the lounge, but didn't get a response.

My friend has this in his workshop and it intrigued me, but for the life of me I cannot fathom what the heck it would have been used for. Please help!!

It is about 20" high and weighs about 50 lbs with all that brass. I haven't a clue.

They used it for making snow cones back in the 19....

motor mechanism for early oceans motions. you'd harness your horse to a long lever attached to the spoked wheel. do you have the drum assembly as well? the value to a collector would be far higher with it.

Yes, belt driven for sure.
But pump? I'm not so sure, water cooling, maybe.
What are those brass "shoes"?
