They're talking about CITES permits which are the same permits required to import hard corals (both LPS and SPS), as well as clams, seahorses, and some others. These permits are applied for and supplied by the seller. It's not very often that CITES permits will be supplied for hobbyist buyers, usually only commercial buyers because it's not worth the effort for the seller if it's not a large order. Maybe if you ordered 1000 lbs they would do the CITES permit for you??

He had the best selection of dry rocks... my favourite tonga branch and shelve

Starting to think you will need to buy live rock if you want pukani. Not sure what other options are around unless you pay an arm and a leg.
