Canadian Tire here in Stoon sells Krylon so I would assume same deal for CT in Calgary. The key is surface prep, you'll want to use a fine scrub pad to remove all the gloss from the PVC, then the paint should last as long as the tank does. Another alternative is ABS primer but it's only available in purple which does however mimic coralline quite well.

+2 on Krylon Crowfoot mall NW Rona has it. I have some in the store too.

that is what i was using for the back of my tank but i think i wont risk it for inside the tank. its funny because i was asking about paint also.
