Can I plug in the power cord of a second eb8 to one of the outlets of a first eb8?

Provided you don't exceed the amperage draw limit on that socket, yes.

You can do it but you run the risk of tripping your breakers due to excessive loads and therefore it is recommended each power bar has its own power outlet both for safety and peace of mind

Correct for the last two. Not something I would do either. Spending the money on a proper additional outlet and breaker is well worth the cost long term if for nothing else than safety and not running the circuit to blowing a breaker state constantly.
