+ 1 on the half moon bay, Acumal. I was there just last month, and are there ever a lot of turtles there. They are used to snorkelers as well, so they do not swim away.
I swam out to the breakwater (watch out for boats) and saw a basking shark on the bottom. And its all free, public beach!
