Cheap trick, get 5-6 ft of airline tubing, and a rubbermade, bucket, or glass dish of adequate side. Tie knot in tubing to restrict flow, and start a siphon from main tank. Knot tension will regulate the drip speed. Works great

You can also use an airline valve to regulate flow. they have these at your LFS for freshwater airation.
