The f-stop is the aperature setting. Where to find that in the menu really depends on your camera. On some digital cameras you have Auto (or Intelligent mode on Panasonics), M-mode and A-mode. A-mode is aperature priority mode and will let you select your f-stop. And like I said, every camera is labeled different so you'll have to look it up.

If you have one of them new fancyass DSLRs, the manual aperature setting might still be on the lens like the old SLRs. It will be an adjustable ring on the lens barrel closeto the camera body.
