Soft corals are generally not CITES protected because they don't have a calcareous skeleton and thus don't make up the reef foundation.
CFIA (Canadian Food Inspection Agency) is involved with ALL Imported pet food due to meat Ingredients and correlating health concerns and has nothing to do with CITES. All imported pet food is supposed to have CFIA permitting but lots of fish food still slides through.
