If electrical isn't include then you definitely have a major leak somewhere. Check to see if your water meter needle is spinning wildly. Or spinning at all when all your water is turned off. Do you have outside irrigation ? Those can crack and leak without you know. Or even just hoses in general outside. Do you use those click-fit hose fittings? Those tend to be leaky as well over time. Leaky toilet flappers are a bit of a problem too. I had to replace two of them last year on two toilets that were leaking.
