Incubation period should not increase the size, just metabolism. The lower temp will delay the hatching to give you the time to get the rotifers. Either than that you should have them at 82 degrees.
The BBS will be too big for them for a few days still, and without the rotifers they will not grow large enough to be able to eat the BBS.
