The fans are a fairly cheap unit manufactured in China. The problem is they are a five blade unit so they are making up the lack of air volume by running at high RPM.
The better computer fans are running 7 or more blades and are designed for more volume with less speed.
So what I need is at least 7 blades running around 1800 RPM or less.
I can try rheostat the present fan but I'm worried if I slow it down it will overheat.

Well, meters don't lie... Maybe see what the manufacturer will charge for a replacement... Usually they don't gouge that much for parts. Then you don't have to fuss around with something not made for it.
