When I kept two small blue tangs in the past, they both had darker coloration such as that one. I have seen many juviniles with this same coloration, however the same fish became more blue and less black when reaching adulthood. By the picture I can't quite tell how big this fish really is, but looking at the clown I would say it's still not at the adult stage.

Some surgeons also have darker markings depending on what area they are captured in. I know that in areas of Fiji you can see the same fish that's nearly all black with little blue color or just the opposite with very little black markings-making it look really blue which also looks very striking.
