They've always been ****y about live animals - more so in the last 4 or so since they actually officially said they don't carry them (insurance reasons more than anything). In the rare case they ask, it's pet supplies, tick off the NBO box and pay the extra 5$, not a big deal if ya ask me.
Officially no carriers in canada still carry live animals - but our pet stores don't run out of animals to sell
