I used it as a background on my tank, I can confirm it does flake off glass so I wouldn't use that for glass on the inside of the tank...

FWIW, Krylon Fusion paint is made for plastics and (at least I think) is noted for being safe even under the waterline once dried and cured. Should be able to get it at Canuck Tire.
