It's just a haul truck tire... The covers they use have that pocket at the center for whatever reason - it's not a scoop it's air pressure filling it - then wind knocking down the front... See it...

Unfortunately not too many people stock the 70w bulbs... Best bet is usually ebay for these bulbs anyway... Though most of the stores should be able to get them - believe coralife sells a few 70w's...
