Any Rona should have a large selection of SS screws, but I have never worried about a tiny bit of rust , but as Delphinus said clean off the rust and a dab of silicone will do

No, it should restart every time without priming, but you should have a check valve on the pump outlet side to prevent back siphoning ( water or air )

I agree totally , the needle valve is brass, and only keeps a steady bubble count for about 6 months. The other one J&L has is stainless steel but you then need a separate bubble counter

Sorry to say but if its a RS turbo pump for the skimmer and its broken, then it's not worth replacing the impeller, you mite get another 6 to 8 months out of the pump before it gets too loud to stand...
