There are a lot of places that sell seahorses in Toronto, just like elsewhere.
However, they are net pen raised or tank raised, not true captive bred.
Sea U Marine in Markham sells true captive...

Some get siphoned off for the hobby.

No, it definitely doesn't mean that.
Dipping corals in an iodine bath, while I've never done it myself, has proven to be an effective remedy many times.
