how old is the sand? i'd look to rinse the sand and get rid of the build up of crud.

have you cleaned out the skimmer? i know that the air intake, once cleaned improves my skimmer. and i clean inside the skimmer where the collection cup sits, usually lots of black skimmate.

can heaters be put in the over flow? it would be a great place to hide them, as the one i got is too long for my sump.
