Velvet or stress from a new tank?

I picked up this fish from an established tank in Vancouver. Looked fine when I got him but a couple weeks later he's started to develop white blotches. Because it was an established tank I wasn't concerned about velvet or anything but maybe I should have been. Can anyone tell me if this is normal for an emperor under stress of a new tank or if I'm looking at velvet here? http://img.tapatalk.com/d/14/05/09/ygy3ajuz.jpg

Those are stress marks.

Yup, stress. Super common on Emperors for some reason.

100% sure or is there any chance it could be the early signs of velvet?

There's nothing I'd call an early sign of velvet. You either have it or you don't. It gives little warning and hits hard really fast.
