I saw most people use foam to create aquarium background. But im not sure if this is the right stuff. Epoxy wont do justice on my desire rock work

In addition to aquarium safe epoxy I have often seen people do a mix of aquarium sand and portland cement to mortar their rocks together. Afterwards the constructs need time to cure otherwise the cement will effect the alkalinity/pH in the tank. Or drill and dowel the pieces together with acrylic rod NOT ready rod which is metal and would rust. Plastic Zip Ties work too but degrade and fail in time.

I use the foam in frog and freshwater habitats, and have seen it used well on freshwater fish tanks. I'm not sure how well it will hold up in saltwater?

I'd recommend the pond foam sealant over the regular great stuff as it is designed for use in water.

I have used foam to glue my rock work together 14 years ago, this is how it looks like now

If I have to do it again i would use something else, there are much better products available this days for this kind of work.
