Is it normal for a Mandarin fish to change color when tank lights are off, mine changes from a nice blue to almost white dull blue color?

Yes they do that,nothing too worry about.

First time I saw my mandarins at night, I freaked out and thought they were dead.....until I saw its eyes move. :razz:

I love mine when my BLUE LED strip is on after the lights are out.. He looks so cool
