Can you water your lawn with waste RO water? What about garden vegetables?

You absolutely can. It's a great idea too. We use ours on the houseplants also.

I believe the ratio of wasted to actual "clean" water that makes it through the membrane is about 8:1 , so there is potentially going to be waste no matter what you do. Unless of course you have a small forest of a yard to use up all that RO waste water.

Typical systems are 4:1 but there are many ways to improve the waste ratio, many systems now available are 1:1. And yes the waste water can be used for virtually anything except your tank.

Mine was about 4:1 and it's closer to 2:1 now that I'm running the BRS water saver (basically just run your waste into a second membrane, t both outputs together and into your resin). You need 65psi or more to do this though.

Wow seriously 1:1. I need to update my system when I move and have to start paying for water (i'm in a condo now, waters in the condo fees)

I have the same kind of setup, dont pay for water, If i did a 1:1 would definatly be something id look at.
