People seem to use Krylon Fusion in tanks for under-the-waterline spots, so that would be my guess. Around here I've only seen it at Canuck Tire..

I've gotten Krylon at Walmart as well.

I wonder if it will melt the foam much like some spraypaints in the past have melted the styro we use under tanks? This happened to me although I don't recall if I was using Krylon for that application.

You can actually purchase what is called Pond foam at landscape retailers and some pet stores. It is grey and expands like the foam insulation. It is safe for fish also since it is rated for ponds and no need to paint. I also sprinkle aquarium sand on it to give it more texture.
