$1000 for a colony is not that insane for some corals. Some stores sell rare corals >$100 a frag. If you can frag a colony into 10 pieces, then....

Actually the opposite. Most rare corals grow very slowly. To maximize profit, people tend to frag them when a colony is very small. I would say the guy is not a reefer.
