It is the best only if you haven't been to other places in the world.
These "Best Cities" are everywhere to make local people feel special.
For example here in Monocle's Most Livable Cities Index 2010 (http://en.wikipedia.org/wiki/World%27s_most_livable_cities) Vancouver doesn't even makes top 10, it is only 16th out of 25.

It will all depend on who does the counting lol.
