I picked up a used reactor set up on the weekend, and the seller included a bunch of damp pellets in a bucket.
He got the unit second hand and had not used them.(from what I remember being told)

They are still the size of lentles and are firm.
Is there any concerns using USED Pellets?
Or should I just scrap them?

You can use it no problem.
Just to be on the safe side soak them first in RO/DI water and change water few times to wash out all the dead bacteria and decomposing detritus.

Soaking will also help to keep pellets from floating up in the reactor chaimber.

+1, use will be ok... do as suggested by rinsing.

when it's 100 dollar for a litre of them i wouldn't throw anything away till everything disintegrate into nothingness.

just rinse em well and seed them with a bacterial supplement when your get the reactor going again.
