From what I have read a 6500 K CFL refugium light does the job. Would this cheap fixture be fine?

Hey, I used one of those.
I don't use it anymore, but if you want it... It has a great grow bulb on it. Will give it to you for $15, so the bulb is free. Its not a Compact bulb like most use, it is an actual growing plant bulb, worked well with my cheato when I had some. Its large in size and I think it was about $15 for the bulb also.
The bulb was replaced so what is in it now is probably about 3 months old in use
Let me know.
