Vinegar and water are a good cleaning agent. Any aquarium silicone should work. Let it cure for a good couple days just to be safe and be sure to rinse the tank ultra well once you're done cleaning it.

Vinegar works well for cleaning, and any silicone which doesn't contain any fungicides should be okay, but I would stick with one that is made for aquaria, I think AGA makes one and Perfecto makes one. mops.ca has the Perfecto one.
