i am a total newby, there is a sludge type film on the top of water, any one know what it is and how to get rid of it. is it bad

You would need a surface skimmer if you dont have an overflow system setup. Im guessing you have a HOB skimmer, you can probably get a surface skimmer attachment to go with it to get rid of the oily film

If you have a power head in the tank you can aim it up so that it agitates the surface. This sometimes helps.

You can use a glass or cup to slowly skim off the 'sludge'.
Remember is you do this often you have to check your salinity as you are removing saltwater and adding water alone will reduce your salinity.
