If I had this:

on a 75 gallon tank could I have sps and clams or would I need to go 2 x 250MH ($$$) with t5 atinics?

the answer is yes as I have the same fixture with 2 extra t5 on a 24" depth and I also have a full tank of sps and clams!

I'll make this easy for you. I have that exact fixture and I have clams and SPS that have grown no problem.

For an extra $40 I would get the eight bulb unit. That way when you use the two outside bulbs for actinic you still have 6 bulbs for your "growth" bulbs. But definitely do-able with the six bulb unit.
