I'm not even sure what it is called, but it's bedside Mustang survival on Viking in Richmond. that's the back street into Ikea. Bring cash and it's a lot cheaper.

Making reference to user JasonMck up the top of the forum-

Yeah, the place is called DBC Marine; it is behind ikea in Richmond. Actually, to be a keener, DBC marine sells aquatic safety equipment. The place that does CO2 refills is operated out of their warehouse. Here are the instructions:

-Find your way to DBC Marine (Google)
-There is a big parking lot that you will enter
-Beside DBC's big banner sign, there is their big warehouse building(its actually the same building)
-Look for a set of stairs that lead up to a door that is proped open(in the same building)
-Go through, and you'll know your in the right place because of all the cylinders.

Good Luck!!
