How about the Coralife Super Luft (http://www.marinedepot.com/ps_ViewItem~idProduct~ES01656.html) it seems to be half the price of the Alita brand new.
Output Pressure: 2.9 PSI
Output Flow Rate: 1.34 cubic feet/min (38 liters/min)
I've had good luck with their regular Luft pump (http://www.marinedepot.com/ps_ViewItem~idProduct~ES01655.html).

40 L/Min is about 2440 cubic inch/minute

1.34 cubic feet/min is about 2315 cubic inch/minute so that should work. I can see the details for SL-38 which matches what I will need but I can't find any details for the regular Luft pump that you are having good luck with. Do you have the info?

The regular Luft is 7.0 psi and only 4 litres/min (244 cubic inch/min).
It's more pressure less flow.
It works great on the ozone reactor dialed down to about 40%.
