I don't know about Winnipeg but here in remote NE BC I found it at the hot tub store and just about every hot tub store I have been in since has it in stock so maybe try those.

Plumbing. It is flexible PVC (sort of). It is great for tight areas where you don't want or can't use too many elbows.
