frag shelf

hi, i've noticed in some of the tank pictures, folks have a shelf build for their frags, suspended from the top part of their tanks.
is it beneficial for the frags to be perched up closer to the light?
currently my frags are situated on the bottom of my tank.

your thoughts/opinions??
