I just checked out a website suggested by Jesse, and the site says that it won't run them.
What the heck am I supposed to believe.
I also called J&L's and they told me taht it won't run

Some will, some won't. I have run them off Advance, Magnatec, Venture. Currently a Advance ballast.

hey greg i have two ushios here at home 400w 10000k and it doesnt fire up properly with my m59 ballast you are more than welcome to pick it up and try it with yours .. now the ushio 20000k on the other hand fires up quite nicely as its design for a m59probe start style ballast

What type of ballast do you have?

hmm just did some looking into it, aparently the 400 watt ushio is a pulse start bulb but people have bene runing it on a probe start. so it will mostlikely be benifical to buy a M135 ballast. It should be less than 70 bucks.
